About FIA

 

The Forest Investment Account (FIA) is a provincial government mechanism for promoting sustainable forest management in British Columbia. The Woodlot Program is a part of the Landbase Investment Program and it provides funding for eligible forest management activities on Woodlot Licences.

The objectives of the Landbase Investment Program (LBIP) are to actively foster sustainable forest management and improve the public forest asset base by carrying out eligible activities on Crown land.

The Landbase Investment Program is administered by Pricewaterhouse Coopers (PWC). PWC is responsible for the overall administration of the program, approval of workplans, program audits, etc. The Federation is the Recipient of woodlot program funds, and looks after the allocation/re-allocation of woodlot funding, communication with Lead Associations and Licencees, and the conduit for information and documentation.

The Federation implements the FIA Woodlot program through a provincial lead association model. For efficiency, 10 Lead Woodlot Associations are responsible for the facilitation of planning and delivery of projects on the ground on a regional/district-wide basis. The 10 lead woodlot associations act on behalf of 25 woodlot associations (815 licencees).

Each Lead Association has developed a Woodlot Investment Rationale (WIR) that provides a summary of the various management area's objectives, issues, priority activities, and desired benefits from LBIP investments. These Rationales provide ministries with documentation that link Woodlot Program activity expenditures at the forest and stand level, with resource objectives at the management area/provincial level. The Lead Associations compile prioritized projects from the WIRs into investment schedules (workplans) for submission to Pricewaterhouse Coopers. After review and approval of the investment schedule, the Lead Association coordinates the delivery of the approved projects and completes the reporting expectations as per the FIA Recipient agreement.
